Reupload all the WordPress files, paying special attention to the wp-settings.php file and all the other ones in the WordPress root directory.. This is, in fact, reproducible. Install WordPress 2.5.1. Then overwrite wp-settings.php with the old one from WordPress 2.5. Voila. The blinking save/publish issue is caused by not uploading ALL of the 2.5.1 files.

Reupload all the WordPress files, paying special attention to the wp-settings.php file and all the other ones in the WordPress root directory..

This is, in fact, reproducible. Install WordPress 2.5.1. Then overwrite wp-settings.php with the old one from WordPress 2.5. Voila.
